My primary issue: When I try to run VT4, I get..

Failed to Initialize Games for Windows Live. The Application will now close.

My secondary issue: When I try to uninstall Microsoft Games for Windows, I get:

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

I understand Microsoft Games for Windows Marketplace and Microsoft Games for Windows - LIVE Redistributable isn't 100% compatible on Windows 10 (I have 64 bit), -- is there a workaround so I can play the game, even if offline? I'm playing it through Steam. Having looked at a lot of YouTube help videos and websites have told me that I need to uninstall and then reinstall these two Microsoft Games programs, but when I go to Add or Remove Programs and I find these two programs, and try to uninstall, I get the message:

C:WINDOWSsystem32msiexec.exe

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

So, I go to the msiexec.exe file and go to properties -> security -> edit -> checkmark full control (I had to go to advanced --> change owner from TrustedInstaller to me to get the checkboxes to not be grayed out).. but after checkmarking full control, I still can't uninstall the two Microsoft programs, I get the same message.

Gba emulator for windows 10. I've also tried just downloading the latest versions of these two programs from the official Microsoft site without uninstalling, and it doesn't fix my issue.
